The UNESCO Framework

In response to global educational and cultural shifts, UNESCO developed a comprehensive Framework for Culture and Arts Education, adopted during the 2024 World Conference in Abu Dhabi. This framework builds upon earlier initiatives like the Lisbon Road Map and the Seoul Agenda, aiming to better integrate culture and arts into national education systems. Through a multi-phase consultative process involving 700 experts and multiple stakeholders, the framework was shaped around five strategic goals: ensuring equitable access, promoting lifelong and contextual learning, enhancing appreciation of cultural diversity, fostering skills for resilient societies, and reinforcing institutional support. A standout feature is its emphasis on intersectoral cooperation, bringing together educational and cultural agendas for holistic learning. This approach also aims to support the 2030 Agenda for Sustainable Development by embedding cultural competencies into formal and informal education worldwide.
