A concept becomes operative when it enters a situation and alters the available field of action. It is converted into a method, protocol, design, budgetary decision or instrument, and its meaning can no longer be separated from the consequences it produces. Operation can be diagnosed through counterfactual difference: what becomes possible after the concept enters the situation that was not possible before? The answer must include institutional roles, resources, temporal durability and the unequal distribution of consequences. The preferred form is often the reversible pilot, which allows thought to acquire public effects without freezing the first implementation into permanent infrastructure. Documentation should preserve assumptions, adaptations, failures and unexpected uses so application produces knowledge rather than merely demonstrating commitment. Operation becomes materialisation when repeated use is stabilised in objects, code, regulations, spatial arrangements or law, allowing the concept to act even when its original argument is absent.
