Voices in Emergencies





In emergency contexts, artists often endure dangers similar to journalists—censorship, violence, and displacement—yet lack the same robust protections (UNESCO, 2023). The report emphasizes the 1,200 documented violations of artistic freedom in 2021 alone, including 39 deaths, and argues for adopting measures from journalist safety protocols to safeguard artists. It examines operational mechanisms such as emergency funds, relocation schemes, and legal aid networks, drawing parallels with the UN Plan of Action for journalists. A key case is the support given to Ukrainian and Afghan artists through cross-border institutional collaborations. This underscores the urgent need for systemic responses to artist vulnerability during crises, including gender-sensitive frameworks for women in the arts (UNESCO, 2023). Long-term, the text advocates for the institutionalization of artist protections within international human rights and cultural policy mechanisms.
